Offline Captions is a pay-once caption app for creators: it adds animated word-by-word captions to videos on your own computer (Windows now, Mac coming) or free in your browser for clips up to 5 minutes.
Short answer: Submagic is a subscription: Starter is $19 a month ($12 billed yearly) for 15 videos of up to 2 minutes. If you want animated word-by-word captions you pay for once, pick by where you work: Offline Captions on Windows ($39 once, $29 founding; we make it), CapiCap on iPhone, iPad or Apple-silicon Mac ($9.99 lifetime), Caption Plug inside Premiere Pro ($14.99), or WithSubtitles Desktop ($49). None of them do Submagic's B-roll, auto-zooms or publishing.
What you give up and what you keep
Submagic bundles captions with B-roll, zooms, sound effects and social publishing, and meters it by videos per month (15, 40 or 100) with length caps of 2 to 30 minutes. The alternatives below replace the caption part only, which is what most people mean when they search for a cheaper Submagic. In return you get no monthly bill, no per-video meter, and transcription on your own device.

- Caption Plug: you already edit in Premiere Pro and want animated captions on your timeline.
- WithSubtitles Desktop: you like its free browser editor and want batch export and offline work.
